Between May 2009 and February 2010, PYWP-Côte d’Ivoire, with the support of RWI undertook participatory research with local communities in Angovia, Jacqueville, Bondoukou and other districts where extractive industries operate. The aim was to collect their concerns and grievances about the activities of extractives to date, as well as to inform them about reforms planned in the sector. Besides reviewing the redistribution of natural resource revenues, an in-depth reform of the national mining code is underway. In its current form, the revised code appears highly advantageous to multinational companies but inconsiderate of local communities’ needs.
PWYP-Côte d’Ivoire reported the findings of its research to the national EITI council. One of the discoveries made by PWYP members during a visit to communities in the Jacqueville district was that the company Foxtrot International had been granting funds to local communities, but that these had never reached the intended beneficiaries. For this reason, PWYP-Côte d’Ivoire has been calling for decentralized management of extractive revenues. The coalition has been asked by the national EITI council to submit written reform proposals, which are now being formulated by the coalition.
During meetings with representatives from different embassies, PWYP-Côte d’Ivoire has also been addressing the challenges of protecting civil society activists against potential threats and the lack of involvement of certain companies in the Ivorian EITI process. With the French embassy, PWYP-Côte d’Ivoire also discussed the action plan for general distribution of the EITI report covering the years 2006-2007.
The PWYP-Côte d’Ivoire coalition continues to grow and now has (at the time of writing) ten members.
